Programs for International Medical Graduates
In 2004 the Ministry of Health and Long-Term Care made it easier for foreign-trained doctors to practise medicine in Ontario. The ministry significantly increased the number of assessment and training positions available to international medical graduates annually from 90 to 200. I am currently a dentist in Turkey, can I work as a dentist in Canada?
The Royal College of Dental Surgeons of Ontario (College) regulates the dentistry profession in the province of Ontario. The College is responsible for:
- Setting the education and other qualifications necessary to enter the profession
- Setting standards of professional practice for the dental profession
- Setting ethical standards
- Investigating complaints for people who feel that the standards have not been met
- Taking appropriate disciplinary action as necessary
- Protecting the public’s right to quality dental services
- Providing leadership to the profession in self-regulation
The rules concerning the licensing of dentists in Ontario are set out the Regulated Health Professions Act and the Dentistry Act, 1991, which regulates professionals in this field of work.
The law dictates that no one is allowed to practise as a dentist in Ontario without a licence issued by the College known as a Certificate of Registration.
There are different classes of certification depending on your situation (for example, whether you are a student, a visiting intern or a professor). The General Certificate grants full, unrestricted rights to deliver dental services to the public of Ontario.

An individual who is eligible to work without a work permit may still require a Temporary Resident Visa to enter Canada on a temporary basis.
